Developed by Housing and Technical Resources, it marks an important step in strengthening the support available to individuals and families affected by domestic abuse.

Views are now being sought as part of the formal consultation. Feedback will help shape the final policy and ensure it meets the needs of those it aims to support.

The draft policy sets out a clear and compassionate approach to how the council will respond to those experiencing abuse and how staff will be supported to deliver safe and trauma informed services.

Head of Housing Services, Sharon Egan, said: “Domestic abuse remains a significant issue across Scotland, and we recognise our responsibility to provide a proactive, consistent and sensitive housing response.

“The policy has been shaped by national legislation, including the Domestic Abuse (Scotland) Act 2018 and the Housing (Scotland) Act 2025, and aligns with the Scottish Government’s ’Equally Safe’ strategy, which aims to prevent and eradicate violence against women and girls.

“What makes this policy particularly important is its focus on safety, dignity and choice. It outlines how we will respond to domestic abuse and support victims and strengthens our relationships with partners to deliver the right services.

“It also incorporates additional powers introduced by recent legislation, reinforcing the council’s commitment to trauma‑informed practice, recognising the profound impact abuse can have on decision‑making, wellbeing and housing stability.”

A key feature of the policy is the further development and strengthening of our Housing Pathway Plan, which was designed to provide victims with clear, personalised housing options and a route to safe, sustainable accommodation without unnecessary barriers.
